  2. Brown the meat in hot oil in a Dutch oven.
  3. Add water and bay leaf, then cover and simmer for 2 hours or until the meat is tender.
  4. Place mushrooms, onions, and carrots around and over the meat.
  5. Pour in tomato sauce.
  6. Cover and simmer for 60 minutes or until vegetables are tender.
