- Preheat oven to 400°F (200°C).
- In a large mixing bowl, combine flour, whole wheat flour, oatmeal, sugar, baking powder, baking soda, and raisins.
- Add grated orange rind and grated carrots to the dry ingredients and mix well.
- In a separate bowl, beat the egg and then stir in orange juice and oil.
- Pour the wet ingredients into the dry ingredients and mix until just combined.
- Divide the batter evenly among muffin cups lined with paper liners or greased.
