- In a large saucepan, cook ground beef and minced garlic until meat is browned; drain off fat.
- Remove from pan and set aside.
- In the same saucepan, cook uncooked rice in butter until golden brown, stirring frequently.
- Stir in water, shredded carrot, beef bouillon granules, parsley flakes, dried onion, salt, and basil.
- Bring to a boil.
- Reduce heat; cover and simmer for 5 minutes.
- Stir in the cooked meat mixture.
- Turn the mixture into a 1 1/2-quart casserole dish.
- Sprinkle shredded cheese on top and bake until cheese is melted and bubbly, if desired.
