- Preheat oven to 350°F (175°C).
- Cream together 1 cup butter and brown sugar until smooth.
- Beat in eggs one at a time, then add 2 teaspoons vanilla.
- In a separate bowl, sift together 2 1/2 cups all-purpose flour, 1 teaspoon baking soda, and 1 teaspoon salt.
- Add the sifted dry ingredients to the creamed mixture and mix well.
- Stir in 3 cups rolled oats.
- Press the mixture into a greased 9x13 inch baking pan.
- Bake in the preheated oven for 20-25 minutes or until golden brown.
- In a saucepan, melt 2 cups semi-sweet chocolate pieces, 14 oz. sweetened condensed milk, and 2 tablespoons butter over low heat.
- Pour the chocolate mixture over the baked base and spread evenly.
- Allow to cool completely before cutting into bars.
