- Thaw shrimp if frozen.
- Combine cold water, lemon peel, lemon juice, cornstarch, chicken bouillon cube, sugar, and crushed basil to make the sauce; set aside.
- Heat wok on high heat.
- Fry broccoli in oil until crisp-tender; remove from wok.
- Fry shrimp in batches until pink; remove from wok.
- Return all shrimp and broccoli to wok; push to sides.
- Pour the sauce into the center of the wok; stir until thick and bubbly.
- Stir all ingredients together and cook for 2 more minutes.
- Serve hot over cooked rice.
