  4. Cover and simmer over low heat until the meat is almost tender, about 1 1/2 hours.
  5. Add 1 1/2 cups water, carrot slices, quartered onions, and peeled, cut-up potatoes.
  6. Simmer, covered, until vegetables are tender, about 30 minutes.
  7. Blend 1/4 cup cold water into 3 tablespoons flour, then add to the stew.
  8. Cook and stir until the mixture is thickened and bubbly.
  9. Serve in bowls.
