- Preheat oven to 350°F (175°C).
- Sift together flour, baking powder, salt, and 2 tablespoons cocoa.
- Cream together 1 1/2 cups sugar and softened butter until light and fluffy.
- Add the milk and mix well.
- Gradually add the sifted dry ingredients and mix until smooth.
- Stir in chopped walnuts or pecans.
- Spread the batter evenly in a greased 13 x 9-inch pan.
- In a separate bowl, combine the remaining 1 cup sugar, brown sugar, and 2/3 cup cocoa.
- Spread this mixture evenly over the batter in the pan.
- Slowly pour the boiling water over the entire mixture.
- Bake for 40 minutes until a toothpick inserted in the center comes out clean.
- Remove from oven and place on a cake rack to cool slightly.
- Serve warm with whipped topping or cool, inverted from the pan, cut into squares.
