- Preheat oven to 350 degrees Fahrenheit.
- Grease a 15 1/2 x 10 1/2 inch pan with cooking spray.
- Mix brown sugar and softened butter together, then add eggs and vanilla; beat until smooth.
- In a separate bowl, combine flour, baking soda, salt, and oats.
- Mix dry ingredients into the wet mixture.
- Reserve one-third of the oatmeal mixture.
- Press the remaining mixture into the prepared pan, spreading to the sides and slightly up the edges.
- In a 2-quart saucepan, melt chocolate chips, sweetened condensed milk, and butter over low heat, stirring constantly.
- Remove from heat and stir in chopped nuts, vanilla, and salt.
- Spread the chocolate mixture evenly over the oatmeal layer in the pan.
- Drop spoonfuls of the reserved oatmeal mixture on top of the chocolate layer.
- Bake for 25 to 30 minutes until golden brown.
- Allow to cool slightly, then cut into bars and serve.
