- Cook the elbow macaroni until tender, then drain and set aside.
- In a skillet, melt butter over medium heat.
- Saute minced onion and garlic until tender.
- Add ground beef and cook, stirring, until browned.
- Drain excess fat, then stir in tomato sauce, salt, pepper, and oregano. Simmer for 5 minutes.
- Spread the beef mixture into the bottom of a greased 2-quart casserole dish.
- Toss cooked macaroni with grated cheddar cheese, then arrange on top of the beef mixture and pack down.
- In a bowl, beat eggs with milk and pour over the macaroni layer.
- Bake at 350°F (175°C) for 1 hour until set and bubbly.
