  1. Saute potatoes, onions, celery, and carrots in olive oil until lightly browned.
  2. Add cooked potatoes, onions, celery, carrots, chicken broth, cream of chicken soup, water, butter, salt, pepper, onion salt, and celery seed to the pot.
  3. Cook covered on low heat for 30 minutes.
  4. Turn off heat and add milk and instant potatoes, stirring until combined.
  5. If the soup is too thick, add an additional cup of water and stir.
