Karo Winter Casserole

Instructions
- Brown the ground beef, chopped onion, and chopped green bell pepper in oil; drain excess fat.
- Add drained tomatoes, Karo syrup, salt, chili powder, and bay leaf to the meat mixture.
- Simmer the mixture for 15 minutes.
- Mix in half of the cooked shell macaroni or rice.
- Put the mixture into a casserole dish.
- Sprinkle the remaining cheese on top.
- Bake at 350°F for 30 to 40 minutes until cheese is melted and bubbly.
