  3. Cover the Dutch oven, reduce heat, and simmer for 2 1/2 to 3 hours or until the brisket is tender.
  4. Drain and discard cloves, garlic, bay leaves, and rosemary.
  5. Return the brisket to the Dutch oven or place it in a baking pan.
  6. Combine Dijon mustard, orange marmalade, 2 tablespoons Worcestershire sauce, and sugar in a small saucepan.
  7. Cook over medium heat, stirring constantly, until bubbly.
  8. Remove from heat and spoon 1/2 cup of the mustard mixture over the beef brisket.
  9. Set the remaining mustard mixture aside.
  10. Bake the brisket uncovered at 350°F for 15 to 20 minutes.
  11. Transfer the brisket to a serving platter.
  12. Garnish with orange slices and rosemary sprigs if desired.
  13. Serve with the remaining mustard mixture.
