- Brown the ground beef in hot fat in a skillet.
- Add minced onion and diced celery. Cook, stirring often, until opaque, about 10 minutes.
- Gently mix in the hot, drained uncooked noodles, cooked according to package directions.
- Add canned tomatoes, shredded cheese, salt, pepper, and water chestnuts if using. Let simmer gently.
- Alternatively, transfer to a greased 2-quart casserole and bake, covered, at 350°F for 45 minutes.
- If baked, shred more cheese over the top before serving.
