  2. Melt butter in a large skillet over medium heat.
  3. Add chopped onion and green pepper; sauté until soft.
  4. Stir in minced garlic and cook briefly.
  5. Remove from heat and blend in flour until smooth.
  6. Add tomato sauce and simmer for 5 minutes.
  7. Gradually add water, stirring to blend.
  8. Add shrimp, salt, black pepper, Tabasco sauce, thyme, and chopped parsley.
  9. Cover and simmer for about 40 minutes.
