- Preheat oven to 375°F (190°C).
- Melt butter in a saucepan, then slowly add flour and cook until blended.
- Stir in milk, lemon juice, salt, and pepper; cook until sauce thickens.
- In a greased baking dish, arrange cod fillets.
- Sprinkle half of the bread crumbs and all of the chopped celery over the cod.
- Pour the sauce evenly over the cod and celery.
- Sprinkle remaining bread crumbs over the top.
- Dot with butter and sprinkle with grated Parmesan cheese.
- Bake for 25 minutes or until the bread crumbs are golden brown.
