- Precook peppers in boiling water for 5 minutes.

- Spoon the mixture into the prepared peppers.
- Place the stuffed peppers in a 10 x 6 x 3 3/4-inch baking dish and add 1 cup water to the dish.
- Cover and bake at 350°F (175°C) for 25 minutes.
