  • 3/4 c. water
  • 1 clove garlic, minced
  • 1 medium onion, diced
  • 1 green pepper, diced in 3/4-inch pieces

Instructions

  1. Combine flour, salt, and pepper in a bowl.
  2. Dredge beef for stew into the flour mixture.
  3. Brown the meat in cooking fat or oil in a large skillet.
  4. Pour off the drippings from the skillet.
  5. Sprinkle crushed fennel seed over the browned meat.
  6. Add water and minced garlic to the skillet.
  7. Cover tightly and cook slowly for 1 hour and 30 minutes.
  8. Add diced onions and continue cooking, covered, for 15 minutes.
  9. Stir in diced green pepper and cook, covered, for 5 to 7 minutes.
  10. Add cut tomatoes and cook for another 5 minutes or until heated through.
  11. Serve the stew with cooked shell macaroni.
