- Heat vegetable oil in a large skillet or Dutch oven over medium-high heat.
- Add the coated beef, sliced onion, chopped garlic, pepper, and sliced mushrooms to the skillet.
- Cook over high heat, stirring occasionally, until browned, about 5 minutes.
- Stir in water and beef bouillon granules, stirring to dissolve.
- Reduce heat to low and simmer for about 10 minutes.
- Add the evaporated skim milk to the skillet and stir well.
- Heat the mixture for an additional 3 to 5 minutes until hot.
