- Salt and pepper the stew beef; coat in flour.
- Brown the stew beef in oil and place in a 9 x 13-inch dish sprayed with Pam.
- Saute the diced onions and green pepper in butter.
- Layer the sauteed onions, peppers, and mushrooms over the beef.
- Combine Worcestershire sauce, molasses, ketchup, vinegar, paprika, and water into a sauce.
- Mix the sauce well and pour over the layered ingredients.
- Cover the dish with foil and bake at 300°F for 3 hours.
- Check at 1 to 2 hours to see if additional water is needed.
