- Season the sliced liver with salt and black pepper, then coat with flour.
- In a large skillet, heat oil over medium-high heat and quickly brown the liver about 1 minute on each side.
- Place the browned liver in a greased baking dish.
- Add chopped celery, chopped onion, chopped green pepper, and chopped tomatoes to the dish.
- Cover and bake at 350°F (175°C) for 30 minutes.
- Remove the cover and bake for an additional 10 to 15 minutes to thicken the gravy.
- Serve the dish hot over cooked rice.
