- Trim the base of each cabbage and carefully remove 8 whole leaves, saving remaining cabbage for other uses.
- In a bowl, combine ground beef, oats, chopped onion, parsley, egg, salt, and pepper to make the filling.
- Place a portion of the filling onto each cabbage leaf and roll up securely.
- Arrange the cabbage roll-ups seam-side down in a baking dish.
- Pour condensed beef broth over the roll-ups.
- Dot with butter or margarine on top.
- Bake in a preheated oven at 350°F (175°C) for about 1 hour, until cooked through and tender.
