- Preheat oven to 350°F (175°C). Grease a 13 x 9 x 2-inch pan.
- Heat caramel candies and milk in a 2-quart saucepan over low heat, stirring frequently until smooth. Remove from heat.
- In a large bowl, mix together flour, oats, brown sugar, baking soda, salt, and egg.
- Stir in softened margarine or butter with a fork until the mixture is crumbly.
- Press half of the crumbly mixture into the prepared pan and bake for 10 minutes.
- Sprinkle with chocolate chips and chopped walnuts or peanuts.
- Drizzle the caramel mixture evenly over the top.
- Sprinkle the remaining crumbly mixture over the caramel layer.
- Bake for an additional 15-20 minutes or until golden brown. Cool before cutting into bars.
