- Melt butter in a large saucepan over medium heat.
- Stir in all-purpose flour, salt, and cayenne pepper.
- Cook until smooth and bubbly.
- Stir in milk and boil for 1 minute, stirring constantly.
- Stir in shredded reduced fat cheddar and heat until melted.
- Remove from heat and set aside.
- Beat egg yolks on high with an electric mixer for 3 minutes.
- Stir the beaten egg yolks into the cheese mixture and set aside.
- Beat egg whites and cream of tartar with an electric mixer on high until stiff.
- Fold egg whites into the cheese mixture carefully.
- Pour into a well-greased 1-quart soufflé dish.
- Bake at 350°F (175°C) for one hour.
- Serve immediately.
