- Cook rice until tender, then drain.
- Meanwhile, cook sliced onions in cooking fat/oil until tender.
- Add tomatoes, green pepper, salt, bay leaf, cloves, and sugar to the onions and simmer for 15 minutes.
- Remove bay leaf and cloves from the mixture.
- Add cooked rice to the onion and tomato mixture.
- Grease a 1 1/2-quart casserole dish.
- Arrange one-third of the rice mixture in the casserole.
- Top with one-third of the cut-up frankfurters.
- Repeat layers until all ingredients are used.
- Cover the casserole and bake at 325°F (163°C) for 1 hour.
- Uncover and bake for an additional 15 minutes.
