Instructions
- Spray the bottom of a large Dutch oven with Pam.
- Brown the stew beef, stirring until browned on all sides.
- Pour soy sauce over the beef to taste. Cover with water and cook, covered, until tender. Add chopped onion, green pepper, and sliced celery.
- Add potatoes and carrots, pushing them down into the water if possible.
- Lay cabbage wedges on top of the stew.
- Cover and cook until the vegetables are tender.
- Serve hot.
