- Preheat oven to 350°F (175°C).
- Grease a shallow 2-quart baking dish.
- In a small bowl, stir together brown sugar and 2 tablespoons cocoa; set aside.
- In a large bowl, combine flour, sugar, 3 tablespoons cocoa, baking powder, and salt.
- Add milk, oil, and vanilla to the dry ingredients and stir until moistened.
- Stir in chocolate chips and chopped nuts.
- Spread the batter evenly in the prepared baking dish.
- Sprinkle the brown sugar-cocoa mixture over the batter.
- Slowly pour hot water over the top of the batter without stirring.
- Bake for 35 to 40 minutes until the top of the cake is set.
