  1. Preheat oven to 375 degrees Fahrenheit.
  2. Grease a jelly roll pan measuring 15 1/2 x 10 1/2 x 1 inch.
  3. Mix oats, flour, nuts, brown sugar, baking soda, and salt in a large bowl.
  4. Stir in margarine until the mixture resembles coarse crumbs.
  5. Reserve 1 1/2 cups of the crumbly mixture.
  6. Press the remaining crumbly mixture into the prepared pan.
  7. Bake for 10 minutes.
  8. In a 1-quart saucepan, melt shortening over low heat.
  9. Stir in 1 cup of candies; press candies with the back of a spoon until they break into pieces.
  10. Cook and stir until the candy coating melts; remove from heat and stir in condensed milk.
  11. Spread the chocolate mixture over the baked layer, leaving 1/2 inch border around the edges.
  12. Mix the reserved crumbly mixture and remaining candies.
  13. Sprinkle evenly over the chocolate layer and press lightly.
  14. Bake until golden brown, about 20 minutes, then cool.
  15. Cut into bars approximately 2 1/4 x 1 1/2 inches.
