Ingredients

Instructions
- In a mixing bowl, combine brown sugar, eggs, milk, oil, and vanilla.
- Mix well until ingredients are fully blended.
- In a separate bowl, combine flour, baking soda, salt, cinnamon, and nutmeg.
- Stir the dry ingredients into the wet mixture until just combined.
- Stir in oats, chocolate chips, and raisins.
- Let the batter stand for 5 to 10 minutes.
- Drop teaspoon-sized portions of batter onto greased baking sheets.
- Bake at 350°F (175°C) for 10 to 12 minutes or until lightly browned.
- Remove from oven immediately and let cool slightly before transferring.
