- Cook rice with onion soup mix until done. Cool and set aside.
- Mix ground beef with salt, pepper, garlic salt, parsley, Parmesan cheese, and eggs.
- Add cooled rice mixture to the meat mixture and combine well.
- Chop or shred the cabbage and layer it in the bottom of a baking dish.
- Spread the meat and rice mixture over the cabbage layer.
- Pour some tomato soup over the meat mixture and layer additional cabbage on top.
- Add canned tomatoes and remaining tomato soup on top of the layered cabbage.
- Optional: Use sauerkraut instead of cabbage if desired.
- Bake at 350°F (175°C) for 1 hour until cooked through and bubbly.
