- Heat oil in a large skillet or Dutch oven over medium-high heat.
- Brown the pot roast on all sides, then remove and set aside.
- In the same pan, add sliced onion and cook until softened.
- Add minced garlic, salt, pepper, basil or Italian seasoning, and celery seed if using; cook for 1 minute.
- Stir in tomato sauce and red wine, scraping up any browned bits from the bottom.
- Return the pot roast to the pan, cover, and simmer on low heat for about 3 hours or until the meat is tender.
- Mix flour with water to make a slurry, then stir into the sauce to thicken.
- Cook for an additional 10 minutes, then serve hot.
