- Add flour, salt, nutmeg, pepper, and milk; stir and cook until smooth and thick, about 5 to 10 minutes.
- Cool the mixture for 5 minutes.
- Preheat oven to 350 degrees Fahrenheit.
- Beat eggs in a large bowl.
- Add the cooled sauce, cooked spinach, Parmesan cheese, and shredded cheddar cheese to the eggs and mix well.
- Spray a 9-inch pie pan with non-stick spray and pour in the mixture.
- Bake until the top is puffed and browned, about 40 to 45 minutes.
- Cool for 5 minutes before serving.
