- Heat a small amount of salted water (1/2 teaspoon salt to 1 cup water).
- Add green beans, sliced carrots, cauliflower florets, and sliced onion to the water.
- Heat to boiling; reduce heat.
- Cover and simmer until vegetables are tender, about 12 to 15 minutes.
- Drain vegetables, reserving the cooking liquid.
- Place vegetables in an ungreased oblong baking dish.
- Heat margarine or butter over low heat until melted.
- Blend in flour, salt, and pepper.
- Cook over low heat, stirring constantly, until mixture is smooth and bubbly; remove from heat.
- Stir in 1 cup of the reserved cooking liquid and the whipping cream.
- Heat to boiling, stirring constantly.
- Boil and stir for 1 minute; remove from heat.
- Pour the sauce over the vegetables.
- Sprinkle with grated Parmesan cheese.
- Set oven to broil at 550°F (290°C).
- Broil until the top is light brown and bubbly, about 3 to 5 minutes.
- Serve immediately.
