  1. Heat oven to 450°F.
  2. Brown the ground beef in oil; drain excess fat.
  3. Add chopped onion, diced celery, and chopped green pepper; cook over medium heat for 5 minutes.
  4. Stir in tomato sauce, salt, pepper, and Worcestershire sauce.
  5. Prepare biscuit dough, adding parsley and celery seed to the flour if desired.
  6. Roll out the biscuit dough and cut into biscuits or shape into an 8-inch circle.
  7. Place the dough on top of the cooked meat mixture in a baking dish.
  8. Bake in the oven for 15 minutes.
