- Preheat the oven to 425°F (220°C).
- Cut the veal into 6 even slices.
- Season the veal slices with salt, pepper, and garlic powder if using.
- Combine the chopped celery, grated carrots, snipped parsley, crushed rosemary, and half of the chopped onions in a bowl.
- Spoon one-sixth of the vegetable mixture onto each veal slice.
- Roll up each veal slice and secure with toothpicks.
- Season the rolled veal with paprika if desired.
- Place the remaining chopped onions in the baking pan with the veal rolls.
- Bake at 425°F (220°C) for 30 minutes or until golden brown.
- Lower the oven temperature to 350°F (175°C) and continue baking for an additional 45 minutes.
