- Grease and flour a loaf pan.
- In a mixing bowl, combine flour, sugar, baking powder, salt, baking soda, lemon peel, and cinnamon.

- Add oil and skim milk to the mixture and blend until just combined.
- Pour the batter into the prepared loaf pan.
