- Cook carrots, covered, in a small portion of boiling salted water for 15 minutes, or until tender.
- Drain the cooked carrots and mash them; let cool.
- In a bowl, combine 1 cup mashed carrots with all-purpose flour, baking powder, salt, white pepper, ground nutmeg, beaten egg, and minced parsley; stir well to form a batter.
- Heat 1 inch of peanut oil in a large skillet to 325°F.
- Drop spoonfuls of the carrot mixture into the hot oil.
- Cook until golden, turning once, about 2-3 minutes per side.
- Drain the cooked carrot puffs on paper towels.
- Optional: sprinkle with powdered sugar before serving.
- Serve immediately.
