  3. Add tomato sauce, black beans, corn, green chilies, chili powder, minced onion, cumin, garlic salt, and oregano to the skillet. Stir well.

  5. In a 2-quart baking dish coated with cooking spray, place 3 flour tortillas to cover the bottom.
  6. Layer half of the shredded Cheddar cheese over the tortillas.
