  1. Combine beef, chopped green pepper, onion, and minced garlic in a Dutch oven; cook over medium heat until meat is browned, stirring to crumble the meat.
  2. Drain drippings.
  3. Add kidney beans, tomato sauce, chopped tomatoes, cayenne pepper, chili powder, ground cumin, dried basil, salt, pepper, and hot sauce; cover.
  4. Reduce heat and simmer for 30 minutes, stirring occasionally.
