- Preheat the oven to 375°F (190°C).
- In a saucepan, combine water and raisins; bring to a boil and simmer for 5 minutes.
- Remove from heat and let cool slightly.
- In a large bowl, mix wheat bran, whole wheat flour, baking soda, baking powder, cinnamon, and nutmeg.
- In a separate bowl, whisk together egg whites, vegetable oil, honey, and the raisin water mixture.
- Pour the wet ingredients into the dry ingredients and stir until just combined.
- Spoon the batter into greased muffin tins, filling each about 2/3 full.
- Bake for 15 minutes or until a toothpick inserted into the center comes out clean.
- Allow muffins to cool slightly before removing from the tin and serving.
