- Combine raisins, sugar, butter, water, cinnamon, and allspice in a saucepan.

- Mix thoroughly and pour the batter into a greased 9-inch by 13-inch pan.
- Spread the batter evenly over the bottom of the pan.

- Meanwhile, combine melted butter, brown sugar, coconut, 1 tablespoon of flour, and 1 cup of pecans to make the frosting.
- Mix well until creamy.
- Remove the cake from the oven and spread the frosting evenly over it.
- Return the cake to the oven and bake for an additional 20 minutes.
