- Melt 3 tablespoons of butter or margarine in a large Dutch oven.
- Add shredded cabbage and cook, stirring, until wilted.
- Add soy sauce and cover, cooking for 15 minutes.
- Add 1/2 teaspoon salt and sugar to the cabbage mixture.
- In a bowl, mix together ground beef or meat loaf mixture, 1 teaspoon salt, flour, egg, pepper, chopped onion, and milk.
- In a 2-quart baking dish, layer cabbage, meat mixture, cabbage, meat mixture, and ending with cabbage.
- Dot the top with butter.
- Bake at 350°F (175°C) for 1 hour, uncovered.
