- Cut the beef round steak into strips about 1/8 inch thick and 3 to 4 inches long.
- Brown the beef strips in cooking fat, then pour off the drippings.
- Measure the drippings and add water to make 1 cup.
- Combine water, soy sauce, sugar, pepper, and minced garlic; add to the meat.
- Cover and cook slowly for 45 minutes.
- Using a vegetable peeler, cut carrots lengthwise into thin strips and then cut those strips in half.
- Add carrots, green peppers, green onions, mushrooms, and water chestnuts to the meat mixture.
- Cover and continue cooking for 15 minutes.
- Mix cornstarch with water and add to the cooking liquid to thicken for gravy.
- Serve hot with cooked rice.
