- Spray a 1-inch side pan (jelly roll or cookie sheet).
- Brown ground beef, chopped onion, chopped green pepper, crushed oregano, garlic salt, and black pepper in a skillet.
- Add tomato soup and grated Parmesan cheese to the cooked mixture and simmer for 15 minutes.
- Prepare elbow macaroni according to package instructions, then drain and air dry.
- Beat together milk and egg.
- Stir the egg and milk mixture into the cooked macaroni.
- Spread the macaroni mixture in the greased pan.
- Spread the beef and tomato mixture over the macaroni.
- Sprinkle grated Cheddar cheese on top.
- Bake at 350°F for 20 minutes.
- Let the dish set, then cut into 8 large squares.
