- Cook onion, green pepper, and ground beef in a large deep skillet until beef is lightly browned.
- Add tomato sauce, drained corn, chopped olives, minced garlic, sugar, salt, chili powder, and pepper. Simmer for 5 minutes.

- Pour the mixture into a greased 10 x 10-inch baking dish.
- Top with Cornmeal Topping.
