- Brown the hamburger in a large skillet.
- When the meat begins to change color, add chopped celery and chopped onion.
- Cook for 5 minutes.
- Stir in flour, canned tomatoes, tomato sauce, salt, black pepper, and oregano.
- Bring to a boil.
- Remove from heat.
- Alternate layers of meat mixture, chopped cabbage, and sliced potatoes in a 3-quart casserole dish.
- Sprinkle with bread crumbs and dot with butter.
- Cover with foil and bake for 1 hour, or until vegetables are tender.
