- Preheat oven to 400°F.
- Grease a 13 x 9-inch rectangular baking dish.
- Bring 1 inch of salted water to a boil in a pot.
- Add chopped broccoli, cover, and cook until almost tender, about 5 minutes.
- Drain the broccoli thoroughly.
- Cook ground beef in a 10-inch skillet over medium heat until browned; drain excess fat.
- Stir in drained mushrooms, 1 1/2 cups Cheddar cheese, and chopped onion into the beef.
- In a mixing bowl, combine Bisquick, cold water, eggs, Parmesan cheese, salt, and milk to make the batter.
- Spread the cooked beef mixture evenly in the prepared baking dish.
- Pour the batter over the beef mixture.
- Sprinkle remaining 6 1/2 cups Cheddar cheese over the top.
- Bake in the preheated oven until golden and set, about 20-25 minutes.
