- Combine flour, dry mustard, salt, and pepper; pound the steak pieces to tenderize.

- Mix together the tomatoes, diced carrot, brown sugar, and Worcestershire sauce; pour over the meat.
- Cover the dish and bake at 325°F (163°C) for 1 1/2 to 2 hours or until the meat is tender.
- Remove the meat to a serving platter.
- Optional: simmer the tomato-onion mixture until reduced to a thick gravy before serving.
