- Combine 1 1/4 cups sugar, pumpkin and melted butter in a mixing bowl.
- Blend in eggs until well mixed.
- In a separate bowl, combine flour, baking powder, 1 teaspoon cinnamon, nutmeg, and salt.
- Add the dry ingredients alternately with milk to the pumpkin mixture, mixing well after each addition.
- Stir in raisins and chopped nuts.
- Spoon the batter into well-greased miniature muffin pans, filling each about 2/3 full.
- Sprinkle the muffins with the remaining 2 tablespoons sugar and 1/4 teaspoon cinnamon.
- Bake at 400°F (200°C) for 25 minutes.
