- Brown the hamburger in a skillet.
- Add salt, pepper, vinegar, brown sugar, water, flour, ketchup, diced onions, and mustard to the beef. Simmer for 10 minutes.
- Press biscuits into a cupcake pan to form cups.
- Fill each biscuit cup with the meat mixture, about two-thirds full.
- Bake in a 350°F oven until biscuits are golden brown.
