- Combine sweetened condensed milk, semi-sweet chocolate chips, and 2 tablespoons of butter in a heatproof bowl.
- Heat over hot water until melted, stirring occasionally.
- Stir in chopped nuts and 1 tablespoon of vanilla extract.
- Set the chocolate filling aside.
- Cream 1 cup of butter and brown sugar until smooth and fluffy.
- Add eggs one at a time, mixing well after each addition.
- Stir in all-purpose flour, rolled oats, baking soda, and salt until combined.
- Press two-thirds of the oatmeal mixture evenly into a buttered 9 x 13-inch baking pan.
- Spread the chocolate filling evenly over the crust.
- Sprinkle the remaining oatmeal mixture over the chocolate layer, adding additional chopped nuts if desired.
- Bake at 350°F (175°C) for 25 minutes until golden brown.
- Allow to cool slightly, then cut into bars while still warm.
